Terrorism

In 1985, President Reagan was asked to deliver a speech at an upcoming American Bar Association Convention.  He agreed, working with speech writers to discuss various legal issues.  But President Reagan decided to change his speech topic and instead addressed the outbreak of terrorism sweeping the world.
